Two English cartographers visit the small village of Ffynnon Garw in South Wales to measure the alleged "first mountain in Wales". It is 1917 and the war in Europe continues. The villagers are very proud of their "mountain" and understandably disappointed and angry that it is indeed a "hill". In order not to be outwitted by a rule (and the English who enforce it), the villagers set out to turn their hill into a mountain, but to do so they must prevent the English from leaving, before the job is done.
